This is a "Disney Vehicle Collection" series item from Takara Tomy, a well-known toy manufacturer of Plarail and Tomica. It's the "Kuru Kuru Drive Display Stand."

The display stand is a toy where you can place your Tomica cars and turn the steering wheel to make it look appreciate you're driving around Tokyo Disneyland or DisneySea. It doesn't require batteries, so even young children can play with it, and it can be played with anywhere.

My child has lost interest in Tomica, so I'm selling this. Although it's a recent, unopened item, please check the photos carefully before purchasing, as it has been stored by a private individual.
